Global military spending in 2023 rose to the highest levels ever recorded, analysts said. All five of the institute's defined geographical regions saw rises in military spending for the first time since 2009, with Europe, the Middle East, Asia, and Oceania recording particularly large increases, it said. This, in turn, has ramped up military spending. It also highlighted Ukraine, which ranked eighth in terms of overall defense spending, following a 51% year-on-year increase. At the same time, Israel saw its defense spending rise by 24% to reach $27.5 billion in 2023, mostly due to its large-scale offensive in Gaza, SIPRI's report found.

The Russian war machine is running at full tilt and has a much larger pool of men to draw from than Ukraine to replenish its ranks. Russia has lost as many vehicles in just three weeks of assaults as Ukraine lost over several months of fighting in the south. In vehicle losses, the Russian assault force has lost in just three weeks what Ukrainian troops lost over several months of intense fighting in the south. "GeoConfirmed characterized the Russian effort near Avdiivka as the costliest Russian effort thus far in the war in Ukraine," ISW wrote. It took Russia roughly three weeks fighting for Avdiivka to do the same. Avdiivka has been largely ruined by constant fighting, but the devastated area may not be entirely pointless to Russian forces, or Russian leadership.

AdvertisementAdvertisementBoth Ukraine and Russia are fielding decoys on the battlefield, hoping to draw fire, waste enemy ammunition, and possibly expose enemy positions, but it's getting tougher. A "decoy arms race" is underway, a war expert told Insider, as technology pushes both sides to make their fakes appear as real as possible to fool the enemy. Decoy Ukrainian radar reflectors made from cut-up oil barrels, too, have drawn Russian fire. Earlier this year, Ukraine reported sightings of Russian inflatable tanks deployed near Zaporizhzhia, but it noted some seemed deflated.

As so-called "elite" Russian forces have taken losses, they have at times been backfilled with poorly-trained replacements, degrading the overall capability of the unit. Since those figures were released, VDV units have been transferred to support Moscow's defensive efforts in the face of Ukraine's pressing counteroffensive. The VDV is one of several elite units to suffer severe casualties during the war as Moscow has relied heavily on them.

Away from the front, Ukraine’s war has become a numbers game: who can acquire, make and resupply more tanks, bullets, and, most of all, artillery shells. All in all, Kyiv needs some 1.5 million artillery shells annually, according to the CEO of one of Europe’s largest arms manufacturers, Rheinmetall. By July, the US had supplied more than two million artillery rounds to Ukraine since the 2022 invasion, the Pentagon said. But in February 2023, Europe-wide production of artillery ammunition had a maximum capacity of 300,000 shells annually, Estonian defense officials estimated. The best-case scenario of an increase to making 2.1 million shells annually is still years away from being realized.

The US is ramping up its artillery production to continue aiding Ukraine and resupply its stockpile. A Pentagon official said the US aims to be producing 100,000 155mm artillery shells by 2025. "But every country struggles with munitions production as war goes on beyond a few months." Western officials, meanwhile, believe Russia is on track to manufacture two million artillery shells a year, the Times reported this week. Intense fighting and high casualties in Ukraine have raised new challenges for military medicine. This summer, the US and Chinese militaries both trained on new ways to evacuate wounded troops. Since the Korean War, US soldiers have become accustomed to rapid "medevac" by purpose-built medical vehicles, ships, or aircraft. US Marines conduct medical evacuation drills during an exercise in Bulgaria in August 2018.
